Intermodal Collage

Welcome!

Thank you for your interest in the Will County Joliet Intermodal Transportation Master Plan. The final plan was accepted by the Will County Executive Committee in March 2022. The Will County Joliet Intermodal Transportation Master Plan can be viewed here.

About

The Will County Joliet Intermodal Transportation Master Plan (Master Plan) is being developed for the Elwood/Joliet subregion Will County Friendly Freight Mobility Plan Coverof Will County. The purpose of the Master Plan is to identify transportation needs that support economic development while also sustaining or improving the quality of life for residents.

The greater Joliet area is a critical subarea identified in the Will County Community Friendly Freight Mobility Plan (Freight Plan) that was approved by the Will County Board in 2017. Identifying key freight clusters in the region is an effort to prioritize infrastructure investment that will better equip the transportation system to handle increased freight traffic safely over time while balancing the needs of freight with other system users.

Goal

Intermodal CommerceThe goal of the Will County Joliet Intermodal Transportation Master Plan is to establish a list of future projects within the study area that are the most valuable use of funding resources. The list of projects resulting from the Master Plan will be submitted to the agency with jurisdiction over the listed roadways to conduct the required design studies. Those agencies would be responsible to submit the project to the Chicago Metropolitan Agency for Planning’s (CMAP) Transportation Improvement Program (TIP) for northeastern Illinois. Inclusion in CMAP’s TIP is necessary to leverage regional, State, and Federal funding sources for intermodal and commerce-oriented roadway improvements.

Study Team

The development of the Master Plan is being led by Will County and the City of Joliet with assistance from the Will County Center for Economic Development.

Advisory Committee

An Advisory Committee for the Master Plan has been convened to provide guidance and input during the planning process. The committee consists of municipal and public agency representatives as well as private freight operators and developers within the project area. The committee is expected to meet several times over the course of the study.
