Capital projects that are qualified for C-PACE financing include the following:
- Energy and water efficiency improvements
- High efficiency lighting
- Building envelope improvements (insulation, roof, windows, and doors)
- Heating, ventilation, and air conditioning (HVAC) upgrades and controls
- High efficiency boilers, chillers, and furnaces
- Combustion and burner upgrades
- Motors, pumps, and variable speed drives
- Combined heat and power (CHP) systems
- Heat recovery and steam traps
- Energy management systems and automated building controls
- Beneficial electrification
- Low-flow water fixtures
- High efficiency hot water heating systems
- Fuel switching resulting in an overall reduction in the number of BTUs required to achieve a given end use
- Voltage optimization devices that reduce energy consumption by an end user
- Renewable energy improvements
- Solar PV and solar thermal
- Wind turbines
- Geothermal pumps
- Biofuel facilities
- Alternative energy improvements
- Electric vehicle charging infrastructure (Level 2 charging stations and DC fast chargers)
- Resiliency improvements
- Wind resistance measures
- Flood mitigation
- Fire suppression systems
- Energy storage (backup power generation and microgrids)
- Water use improvements surrounding purification
- Water recycling systems (as permitted by the State of Illinois)
- Stormwater management
- Bioretention
- Green roofs
- Cisterns
- Permeable pavements
- Lead pipe abatement
- End-use savings technologies (generally more applicable to industrial facilities)
- New automated process controls
- Heat recovery from process air and water
- Cogeneration used for peak shaving
- Process equipment upgrades
- Process changes
Please note that the following projects are NOT eligible for C-PACE financing:
- Compact fluorescent, screw-in lamps
- Plug load devices
- Measures that are not permanently installed and can be easily removed
- Measures that save energy solely due to operational or behavioral changes
- Any measure that does not result in energy savings, reduced water consumption, or renewable energy production
- Any measure that cannot be explained in terms of industry-standard engineering or scientific principles
- Vending machine controllers
- Refrigerant charge (AC/split systems/heat pumps)
Note that these lists are references for potential applicants, and that they can change at any time. For property owners interested in projects that are not included in either list above, the IECA can review proposed energy projects and accept them on a case-by-case basis.
