Will County Land Use Department

Personnel of the Will County Land Use Department are charged by the County Executive and the County Board to serve as the citizens' land use stewards, providing guidance and assistance for the lifecycle development of the built and natural environments within unincorporated and, in some instances, incorporated portions of the County. The individual and collective efforts of Land Use team members accomplish this charge through efficient and effective planning, regulatory and procedural systems that are applied in a transparent, consistent, equitable and courteous manner.

SmartGov Public Portal

The Will County Land Use Department maintains a cloud-based permitting system.  Through this online system, contractors and applicants apply for permits, submit documents, schedule inspections, pay fees, print their permit, and view detailed information regarding their permits.  To access the Will County Land Use Department SmartGov Public Portal, please click on the link below.

IMPORTANT NOTICE: CURRENT WILL COUNTY LAND USE DEPARTMENT OFFICE POLICIES

The Will County Land Use Department implemented operational guidelines identified below that are consistent with recent Illinois Department of Public Health (IDPH) recommendations. Operations of the Will County Land Use Department fall under both Essential Infrastructure (construction, sold waste and recycling, etc.) and Essential Government Functions. We desire to maintain a safe workplace and adopt practices protecting the health of employees and customers while ensuring the continuity of business operations.

  • The Department will maintain normal business hours of Monday through Friday, 8:30 a.m. to 4:30 p.m. with reduced in-office staffing. Those Department staff not present in the office will continue to work remotely.
  • The Department is closed to general public access.  However, a drop box is located in the first of the Department for in-person submittal of hard copy permits and documents, and staff is accessible by telephone and E-mail.
  • The Department encourages customers to use the online permitting portal and to conduct business by mail, E-mail, or telephone. You can access the portal through this link: https://co-will-il.smartgovcommunity.com/Public/Home
  • Inspections are being performed in accordance with office protocol which is posted on the portal. Inspection availability may also be limited. You can also use the portal to schedule inspections or call us at (815) 774-3321. Please include your contact information, permit number, property address, the specific inspection(s) being requested, and a desired inspection date.

NOTICE: VIRTUAL MEETING INFORMATION FOR FEBRUARY 3, 2021 HISTORIC PRESERVATION COMMISSION

In accordance with Tier 1 mitigation efforts instituted for Region 7, the February 3, 2021 Will County Historic Preservation Commission meeting will be held via videoconference/telephonically through the Webex Events platform. The meeting begins at 7:00pm. While the Will County Office Building located at 302 N. Chicago St., Joliet will be open, only twenty-five people will be allowed inside which includes staff, Commissioners, applicants, and the public. Applicants and the public are encouraged to participate remotely by attending the virtual meeting, submitting comments before the meeting via email, or calling in during the meeting.

The County intends to submit its 2020-2024 Consolidated Plan and its PY 2020 Annual Action Plan in the amount of $2,115,135 for Community Development Block Grant funds and $1,254,075 for HOME Investment Partnerships (HOME) CONSORTIUM funds, and $146,094 for ESG program.  These amounts are based on published HUD allocations.  The County Action Plan includes spending of HOME Consortium funds in Will County, the City of Joliet and Village of Bolingbrook.  The 2020-24 Consolidated Plan and FY 2020 Annual Action Plan will be submitted to HUD on or before September 15, 2020.
