Purpose: It is declared that the main purpose of this Act is to promote industrial, commercial and transportation activities, thereby reducing the evils attendant upon unemployment and enhancing the public health and welfare of this State. All property of every kind belonging to the Port District shall be exempt from taxation, provided that taxes may be assessed and levied upon a lessee of the District by reason of the value of the real estate and all improvements thereon. All property of the District shall be construed as constituting public property owned by a municipal corporation and used exclusively for public purposes within the provisions of Section 15‑155 of the Property Tax Code. The Port District is located at a transportation crossroad of commerce composed with three interstate highway's, I-80, I-55, I-355. The Des Plaines River/Chicago Ship Canal runs through the center of the District with four major rail lines that hub in Joliet. The most recent addition to the District's transportation development charter is the acquisition of the Lewis University Airport. The Joliet Regional Port District assumed ownership of the Lewis University Airport on April 15, 1989. Since the purchase of the airfield there has been over $30 million dollars invested in the facility in order to meet the needs of corporate aircraft.
