Local Government Assistance

The Will County Board has allocated a portion of the funds it received from the Coronavirus Relief Fund to reimburse local governmental units for direct expenses related to COVID-19.

Payments from the Coronavirus Relief Fund can only be used to cover expenses that:

  1. are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19);
  2. were not accounted for in the budget most recently approved as of March 27, 2020, for the State or government; and
  3. were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.

Additional guidance has been provided in the form of Treasury’s Guidance, Frequently Asked Questions, and Reporting/Record Retention Requirements. Three key points:

  1. CRF regulations allow the County to determine who is eligible to receive funds and the amount of funds.
  2. CRF regulations do not allow the County to add restrictions to the use of funds by municipalities/units of government, other than as needed to ensure compliance per FAQs.
  3. Funds cannot be used to make up for lost revenue, including non-payment of utility bills and property taxes.

Program Goal

Local government entities are taking extraordinary measures to protect their residents during the COVID-19 pandemic while continuing to provide the basic services communities rely on. The Will County Local Government Assistance program is intended support communities cover critical expenses arising from the COVID-19 emergency.

Allocation Background  

Will County has allocated over $33,000,000 of its overall CARES Act Coronavirus Relief Funds to support local government entities within Will County.

Cities and villages within Will County will receive a per capita allocation of $41.25 per person. Other local government entities within Will County, such as townships, school districts, and park districts, will receive an equal allocation based on the type of entity. For example, all townships will receive the same allocation. The below table summarizes the local government allocation. School district funding levels will be determined in the future.

Funds will be distributed to the local government entity on a reimbursement basis when the government entity provides supporting documents for eligible expenditures that satisfy all federal CARES Act regulations and guidance.

This program guidance may be updated as additional guidance on program requirements, such as Treasury Guidance, becomes available, or if additional funding is allocated.
