Human Resources

It is the mission of the Human Resources Department to provide strategic leadership in the development, implementation and administration of sound policies and programs that ensure the successful recruitment, selection and retention of a diverse, well-qualified workforce. We also provide leadership in promoting harmonious relationships between organized labor and management.
We do this by providing exceptional Customer Service to elected officials, management, employees and job-seekers. The Human Resources Department makes use of outstanding programs, policies and procedures to achieve equitable treatment of employees and provide a resource for personal success while meeting the objectives of serving the people of Will County.  Our guiding principles are quality, integrity and accountability. 

› Recruitment and Employment - Manage internal and external recruiting efforts, establish effective 
   recruiting resources, screening and orientation programs; legal compliance
› Labor Relations - Contract Administration and Collective Bargaining; development of policies, procedures,
   and strategies in accordance with County guidelines
› Employee Benefit and Compensation Plans Administration - Implement and administer all employee
  benefits and compensation plans. Develop and maintain effective employee communication and
  educational programs
› Training and Staff Development - Work with management teams and employees to identify County  
  training needs, establish annual training plan, and execute long-term strategic training initiatives
› Payroll Administration - Coordinate, audit & process County-wide paymaster program
› FMLA Management - Legal compliance & administration
› Retirement Benefits Administration - IMRF and 457(b) Deferred Compensation Plans
› Risk Management /Tort Liability - Administer Property & Casualty, General Liability, Law Enforcement
  Liability, and Auto Liability programs; coordinate with excess carriers, Third Party Administrators
  and legal 
› Worker's Compensation and Safety - Indemnity & medical policy and compliance administration; loss
  prevention development & safety programs; coordinate claims with excess carrier, Third Party
  Administrator, defense counsel, nurse case managers, investigators and occupational medical
› Federal & State Employment Law Compliance and Reporting - DOL, DOJ, EEOC, IDHR, IDES, IRS, OSHA
› Project Management - Identify, research and manage project related internal and external resources
