Community Development

The Community Development Division, has both supported and itself undertaken several needs assessment activities within the past five years to provide a solid planning base for community development activities.


Grant Administration

Will County, Illinois receives annual funds from the United States Department of Housing and Urban Development through the Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). The CDBG funds are utilized for infrastructure improvements and to assist community development agencies. HOME provides formula grants to States and localities that communities use often in partnership with local nonprofit groups to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or home ownership or provide direct rental assistance to low-income people. Both CDBG and HOME receive oversight from an Advisory Board.


Code Enforcement

The Code Enforcement Section is responsible for ensuring residences and properties in unincorporated Will County are maintained in accordance with the Will County Building Ordinance and that provisions within the Zoning Ordinance are adhered to. The Community Development Division provides general information on property maintenance regulations, zoning regulations, conducts inspections of residential properties by complaint, investigates alleged violation and issues violation letters.  

Property violations (when necessary) are referred to the Will County State’s Attorney’s Office for prosecution.  Zoning violations (when necessary) are referred to the Current Planning & Zoning Section of the Development Review Division.
