Cellular Equipment Upgrade Permit

Communication Permit Application Requirements
To facilitate the building permit application and review process for new cell towers, antennas, equipment platforms and/or shelters and proposed electrical work or the like, the following minimum information will be required:

A tower structural analysis report is required for all communication tower projects involving additions to a new or existing cell tower.
New Cell Towers:

  1. A Plat of Survey sealed, signed and dated by an Illinois registered design professional indicating the proposed location of the new tower. The plat shall include the location of the source of electrical power and whether the new service to the tower is overhead or underground. The plans shall further indicate the raceway type, conductor type and size, burial depth and distance from the source to the tower, meter location and an electrical grounding diagram.
  2. Three copies of plans of the new tower indicating its height, FAA approval and structural information.
  3. Three copies of plans of the concrete base for the tower sealed, signed and dated by an Illinois registered design professional including diameter/dimensions, depth, and reinforcing. If there are two designs - pier or spread foundation - the applicant shall identify the design selected for the particular project.
  4. A soils report with the locations of the boring(s), soil types, boring data and testing service recommendations.
  5. If a new entrance is required or an existing entrance altered, the highway department having jurisdiction or IDOT must submit written approval to the Will County Building Division.

 
Antennas:
1. A Plat of survey sealed, signed and dated by an Illinois registered design professional indicating the proposed location of the new or existing tower.
2. three copies of antenna  plans indicating the location(s) on the tower, mounting requirements and associated electrical requirements.
3. Each set of plans shall include an electrical grounding diagram.
Equipment Platforms:
1. A Plat of Survey sealed, signed and dated by an Illinois registered design professional indicating the proposed location of the equipment platform.
2. Three copies of equipment platform plans indicating foundation concrete slab details, reinforcing and type of construction of the platform.
3. Each set of plans shall include an electrical grounding diagram.
Equipment Shelters:
1. A Plat of Survey sealed, signed and dated by an Illinois registered design professional indicating the proposed location of the equipment shelter.
2. Three copies of equipment shelter plans indicating foundation concrete slab details, reinforcing and type of construction of the shelter.
3. Three copies of elevations and interior floor plan. The plans shall include locations of all equipment, method of heating, cooling and or venting of the enclosed space, electrical panelboard location, receptacle outlets, interior and exterior light fixture locations and the type of fixtures proposed.
4. Each set of plans shall include an electrical grounding diagram.
Each project submittal shall include Will County as the authority having jurisdiction.
Each permit application must be accompanied by completed Will County land Use permit application and contractor registration forms. The plans shall indicate compliance with the 2006 International Building Codes and 2005 National Electrical Code.
If more than one of the above projects is proposed per address, the individual requirements for each project may be combined into one permit application. If any of the required information is not submitted, the application will be returned without comment.
Additional requirements may be necessary based upon the permit application submittals.
